A PAX heats by conduction, from the oven walls, so how evenly it is packed matters: loose packing lets air find a channel round the material. PAX say the pucks "fit perfectly in your PAX oven". You fill the press with ground material, press it down and transfer the puck to the device.
It sets the shape and packing, not how much you use: that is for you and your prescriber.
